We export coal en masse; Tariff will be a net gain in total jobs; in manufacturing. Some energy related jobs lost, slightly higher prices for solar. Total net benefit at the expense of China China was flooding our solar market with cheap panels.

China has been notorious for dumping solar panels and undercutting US manufacturers but not other nations. This will hurt the solar industry in the US either way but it will likely be settled in the courts.
