For various reasons, Trump's administration is full of a lot of early exits, more than any other presidency. The volatility in this adminstration is quite high.

So what's so unusual about this, given that Trump was elected by a grass-roots revolt, and has earned the enmity of a well-organized political machine, pandering to long-standing resentments and peddling class warfare to an economically-ignorant clientele?

What's unusual is what is in the op: highest turnover rate. That point coupled with the fact that supposedly Trump only hires "the best people" makes this even more interesting.

The obvious implication and insinuation is that Trump's adminstration is a mess. Full of inexperienced and unqualified people.

I've heard plenty of people sing this same song about Trump turnover, then turn and mock anyone who points out he chaos inside the Russian collusion investigation with Peter Strzok being demoted, Lisa Page resigning, James Rybicki resigning, Bruce Ohr being demoted, Bruce Ohr being demoted a second time, Andrew McCabe retiring, James Baker retiring & Judge Rudolph Contreras being yanked off the Flynn case. I thought the FBI only hired the best? Why can't Robert Mueller or Christoper Wray keep talented people?

Those touting Trump's binders of women are including many lower level jobs.

The WH is known to be chaotic. Trump hires the worst people. Probably because he doesn't care about their qualifications or experience--just how far they'll bend over and/or humiliate themselves for him.

He needed to vett them, like that 24 year old Drug Enforcement Czar. As we all know, 24 year old campaign workers are the BEST available for highly places paid positions.
