This administration seriously failed the citizens of Puerto Rico.

Read about this. Not sure how much Trump's fault, but certainly FEMA's.
At the center of this is an outfit called "Tribute Contracting," which is entirely run and staffed by ONE WOMAN named Tiffany Brown in Atlanta. She had no experience delivering on this scale and had failed on several government contracts before.
So what does FEMA do? Naturally, award her a contract to deliver 30 million meals.
She fails epically, although I am actually impressed she managed to get to 50K. FEMA cancels her contract.
Tiffany Brown is obviously a fraud whose main competency is apparently navigating some political connections in government circles. But what the hell is FEMA doing awarding contracts like this? Anyone at my company would have been fired for far less.
So there was a mess with Mrs. Brown; but they have supplied meals for emergencies like PR for many years. They have also been canceled in the past. I guess the question should be why did it take so long to know there was a problem?
But I am still not sure what was delivered to PR? Even your link in closing says: "FEMA and the Puerto Rican government reached an agreement earlier this month to continue providing food and water to affected communities, after the agency faced major backlash following a report that it would stop the distribution." So how much was provided after the contract was canceled?
