And the active shooter procedures were altered after that. It came out after the Vegas shooting that the procedures have changed (in many/most departments) to first responders are to engage the shooter FIRST ignoring all else until said shooter is neutralized. Not wait, not stand by, not negotiate but engage and neutralize.

This can't be. I was told that having well trained people with guns on campus would stop school shootings. Here was a well trained LEO that hid outside the building where shooting was happening, and we are supposed to believe that an armed teacher will do better than this trained professional.
