~100 actionable tips per day, and 13,500 special agents, I think they can handle the workload. At that rate the average agent is only going to catch a "tip line" case every 4.5 months. They usually work in pairs...so call it two cases every 4.5 months.

You do realize that the agents do more than just answer tip lines, right? Or are you proposing the entire resources of the FBI be dedicated to tips only?
Back when I was working, we had something called overtime. We just called it 7/12's

I guess the FBI Director doesn't know he doesn't have enough resources, because he said it was a failure to follow protocol.

You must be a FBI agent. I’m not, but I doubt they work 10 hrs per day. Any way, its just a matter of setting priorities . If they know anything about school shootings, it should have been at the top of the list.
The FBI were too busy trying to rig the election results and CYA to stop a mass murder.

As it relates to the January tip, the Operator referred it to a Supervisor who did not refer it to the Miami Field Office for follow-up.
This is a colossal fail and should be independently investigated.
My gut says it's a combo of process and resource issue.
