Probably strategizing thusly:

Arrest as many of the small fry as possible, obtain convictions for as many as possible >

Once you have exhausted that avenue, begin arresting the big fish - now that you have a bunch of small fries convicted, it becomes much easier to build supporting evidence for your case by establishing links to the small fries you have already obtained convictions on.

This is what I respect about Robert Mueller and why I take him very seriously. Mueller never says anything until he is ready and he is absolutely certain of the next step he is taking. This revelation is enormous, and it is frightening. It shows us how vulnerable and fragile our democratic systems really are. And it shows us that Russia is an enemy that won't stop until they have damaged or destroyed us. They promised 50 years ago that they would destroy us from within - and they have not forgotten that pledge.
