You do understand that registering as a foreign agent has nothing to do with being a foreigner. Manafort and Flynn are both U.S. citizens but had to register because on lobbying efforts for Ukraine and Turkey.
So for illegal Mexican immigrants to be acting as foreign agents they would need to be doing so at the direction of the Mexican government.
