I have some friends who are Seattle area natives and live in Federal Way. They've lived in a number of different places within the Seattle metro (Federal Way, Auburn, 'central West Seattle', Bellevue (where their kids went to school), on the hill above Alki Beach, etc.). For decades, they've always had a van. For pretty much the entire time Costco has had locations in Oregon, as needed, they drive to Portland and load up (fill the van) with various types of hard alcohol, soda, and other beverages to avoid paying the sales tax they'd have to pay in WA, and drive back the same day.
Yep. In NYC when they put a massive tax on cigarettes the mafia started buying Uhauls full of cigarettes from NJ Indian land sellers (no tax) for about $20 a carton. In NYC with tax they'd have been $75 or so.
Mafia was selling them like hot cakes for somewhere inbetween and more than doubling their money.

The wealthy really get upset when the lower classes benefit from the concept though.
Anything that helps with the obesity crisis in America is a good thing. I'm going to hate seeing the social and healthcare costs in the US in 20-30 years due to all of the overweight people.
Soda consumption isn't any higher with food stamps. One criticism of the "Blue Apron" idea is that it effectively dictates what poor Americans can eat, blocking them from buying soda or sweets. But the U.S. Agriculture Department found that food-stamp recipients spent nearly the same amount on soda as households that don't receive the benefits.
