Seems to be cultural, at least in the UK. Scandals like this aren't unusual there and officials often turn a blind eye out of fear of being labeled racist.

Such gangs operate across the globe, MS-13 and other such gangs are heavily involved in the sex trade in the US. As for the UK the police are succesfully dealing with the problem or it wouldn't be in the news in the first place and the National Crime Agency are also devoting more resources to such activities.
