Likely he meant to say $250 million, since the "estimate" thrown around was $1 billion.

He'll stay under budget the same he did on the few projects he actually built: by not paying contractors and suppliers.

I'm hoping that it is the consultant fee for the A/E firm who will be designing an embassy or something. Even though I think its stupid to build a new embassy, I also don't want our people killed in a crappy building. Jerusalem and Israel are pretty volatile places

No. He was asked if it would cost a billion dollars like some other US embassies, and he said it will cost about $250K.

Israel isn't cheap, either. I would be surprised if one could buy an apartment in Jerusalem for $250,000.
