Likely he meant to say $250 million, since the "estimate" thrown around was $1 billion.

He'll stay under budget the same he did on the few projects he actually built: by not paying contractors and suppliers.

Confusing renovation of existing Consulate space to temporarily accommodate the Ambassador , an optic, with a new build to house the full embassy.

It's temporary space for the Ambassador in existing Consulate space- an optic.

It has nothing to do with moving the full embassy to Jerusalem.

No. He was asked if it would cost a billion dollars like some other US embassies, and he said it will cost about $250K.

So, if the $250K was not the estimate, then why was he bragging about it, and comparing it to the $1 billion estimate?
