Isn't it different that government forces everyone vs an ISP charging it's own customers?
I never worry too much about unworkable solutions. I worry more about politicians that suggest something like this not understanding it's not workable.
On the subject, why the heck would any pol object to standard old-fashioned porn? I can see some concerns at the fringes of the subject, but isn't this as American as Apple Pie, Playboy, Penthouse and Hustler?

There is a little something to the fact that my 2nd grade grandkids can accidentally run across a lot of the stuff - so I guess I'd be down with some way to make certain it isn't available to those under....say....12 years old. But I'm not sure how you could do it. The last thing we'd want is for any "big data" to know our sexual preferences....or anything about us.
But, then again, in 1990 when I visited Denmark nudie mags with full exposure were on the magazine rack right in the lobby of a fancy hotel (where anyone could see them)...
Rhode Island is apparently does not have enough money for all its programs.
So Democrats there want Porn spectators to pay $20 so the money can be used to fund state operations. They are working to pass a law that makes all the ISPs in the state block people's porno by default.
Once the $20 bounty is paid, they can apply to the ISP to unblock the Porn sites.

If they can levy "sin" taxes on alcohol and tobacco, they can put a tax on pornography.
I would go a step further and require people to apply for a license that must be renewed annually for $250.
