Ok, so ALL the people needing free cellphones cannot afford even a basic plan with a cheap phone in your mind?
They are not taking what little money they have and buying booze, drugs cigarettes, fast food, etc.?
When I was young and starting out poor, I shared a place with roommates and we split the cost of a phone with an answering machine. Funny how employers always got through to me to inform me of being hired.
[We also paid for basic TV service with a used CRT and didn't expect the government to provide it for us].

Everyone in America should have access to free WiFi. Public libraries across the country should be given grants to help create programs to teach people how to use their phones. Libraries also need funding to help people who can't read to go online and fill out all these forms (just a heads-up, I'm now a librarian and you can't turn your back on people).
I've begun to believe the ability to freely communicate should be a right...I don't mean unlimited free international calls.
Enough of my Sunday soapbox.
LOL best connection around me is the local rich mcmansion town. Had a friend send me a HUGE file. I went there and was prepared to wait 45 mins for it to download. I was shocked when 2 minutes later I hear "download complete"
Well, I mean, you are right on this one. Even just applying for a store clerk job - my son had to apply online. When he applied online to work the front desk at a gym (summer job kinda thing) - he ALSO had to prepare and email a video of himself.
The days of paper resumes being dropped off and mailed are long over.
I would bet those on assistance with free phones and free phone service are not using their phones to apply for jobs.
