I am appalled. Your argument seems to be that certain races cannot master mathematics or other skills, so don't waste the money trying to teach them these things.
so how would you deal with them? WE can't take a huge portion of our nation and make them all plumbers or electricians. so what is your solution for preparing a plurality of people to compete for jobs in the 21st century other than offering them a substandard education by design?
1) They're ALREADY getting a substandard education. Look at the NAEP results.

Again, you really love those figures you posted. So your answer is to throw the baby out with the bathwater huh? Yet you keep avoiding answering any question that flesh out your poorly thought policy.
What's funny is I fully support expanded vocational training, I just don't think you can force it on a plurality of our students. The world doesn't need that many plumbers/electricians. So you're left with a large number of people with no skills or higher education meant to compete on a world stage for jobs in the 21st century. how do you resolve this? Do you expand the welfare state like your Europe example, you seem to like their educations tracking, so maybe that's the answer? Is it tariffs? What is the answer here? You keep avoiding this line of questioning, most likely b/c this is where it gets hard.

That federal "extra money" amounted to $1743 per disabled student per year in 2014 which in California amounted to 9% of the cost of a special ed student where it was calculated that special ed kids cost twice as much as other children.
Children with disabilities have a lot of unfunded educational mandates. It's great that they are getting educational experiences and opportunities. Not so great that most of the funding is coming out of the education funds for all the children.
