Are you thinking that the body cameras worn by police are to allow the general public to listen to conversations between police officers when they are not interacting with suspects or the general public?

If police pull someone over for a traffic stop, they turn on the body camera. When the interaction with the driver is done, they turn off the cameras. Why is that suspicious?

He's not a very good financial planner though, since Minneapolis taxpayer are going to end up paying for the multi-million FRN settlement.

Yep, the cameras are used to resolve questions following an encounter between officers and members of the public. That is exactly what was recorded on the police body cameras. I'm sure people are very curious about how police officers interact with each other and would really like to have video of those conversations, but that's not the purpose of the body cameras.

Here's the infrared video surveillance. He was jumping over backyard fences in the middle of the night. He fled when the police confronted him.
