After engaging in a thorough investigation, initiated at
the request of the City of Baltimore and BPD, the Department of Justice concludes that there is
reasonable cause to believe that BPD engages in a pattern or practice of conduct that violates the
Constitution or federal law. BPD engages in a pattern or practice of:
(1) making unconstitutional stops, searches, and arrests;
(2) using enforcement strategies that produce severe and unjustified disparities in the rates of
stops, searches and arrests of African Americans;
(3) using excessive force; and
(4) retaliating against people engaging in constitutionally-protected expression.
Ferguson’s law enforcement practices are shaped by the City’s focus on revenue rather
than by public safety needs. This emphasis on revenue has compromised the institutional
character of Ferguson’s police department, contributing to a pattern of unconstitutional policing,
and has also shaped its municipal court, leading to procedures that raise due process concerns
and inflict unnecessary harm on members of the Ferguson community. Further, Ferguson’s
police and municipal court practices both reflect and exacerbate existing racial bias, including
racial stereotypes. Ferguson’s own data establish clear racial disparities that adversely impact
African Americans. The evidence shows that discriminatory intent is part of the reason for these
disparities.
Yeah, but the difference lies in the fact that whites aren't singled out just because they're white, but blacks are...
Ask any cop about the rate of violent response to officer questioning & the fact remains, black people react with a higher rate of violence than whites for the same activity. Also, the chances of any given scenario escalating into something more serious, again, are increased when blacks are involved.
So, there has to be some fessing up on the part of both parties. Yes, the police should employ more non lethal measures to subdue those in their custody etc. . Still, there remains an onus on responsibility on the part of black people to try and remain calm and just be more cooperative with the police. In a genuine way and not the the drama filled moments to catch on the cell phone and then put on facebook. Nothing changes otherwise.

I've been pulled over and verbally abused on many occasions for practically no reason at all!
Years ago, I was pulled over 3 times for the same broken taillight, by the same verbally abusive white cop......All within 8 days!
I went to court for the 3 citations and got 2 of them tossed out.
So, you broke the law by having a broken tail light, did not fix it and you wonder why you got pulled over another 2 times for the same violation? Oh wait, you mean the cop was doing his job....and you don't like it....
Verbal abuse....I'm sure you were a sweetheart when you were pulled over....we can all tell just because of your posts.....
If you're conscious, literate, and not blind, then I'm most certain that you're aware of the many unarmed black males who've been killed by cops within the past 4 years. Two males we're only children! One black woman was lynched in her cell after being illegally arrested and detained.
Yeah, you're absolutely right, they really do need to drop the racist BS they're promoting all over the US...
I know-HALF as many as white men (and women). Are you complaining that only half as many blacks are killed in confrontations with police? Looking for equal representation or something?
Simple solution to the issue-don't commit crimes and don't be an azzhat. Not really all that hard. Well, for MOST people anyway.
