We'll see what he ends up doing, because the story has evolved from using active duty military to arrest illegals, to using National Guard in support roles.
I don't think there is a problem with TX or AZ sending the National Guard to help with things at the border.

Section 1076 is titled "Use of the Armed Forces in major public emergencies." It provided that:
The President may employ the armed forces... to... restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition... the President determines that... domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order... or [to] suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such... a condition... so hinders the execution of the laws... that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law... or opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.
Federal military personnel have a long history of domestic roles, including the occupation of secessionist Southern states during Reconstruction. The Posse Comitatus Act prohibits the use of federal military personnel to "execute the laws"; however, there is disagreement over whether this language may apply to troops used in an advisory, support, disaster response, or other homeland defense role, as opposed to domestic law enforcement.
President Eisenhower did it in the 50's. He placed the Arkansas National Guard under federal control and sent 1,000 U.S. Army paratroopers from the 101st Airborne Division to assist them in restoring order in Little Rock. All the President needs to say is they are there to assist the National Guard or in this case Border Patrol.
Nobody is going to impeach the President over this.
Name one developed country that uses the military to guard their borders. Half the developed world (European Union) doesn't even have borders per se.
Israel...South Korea.....but then again others developed countries don't have millions of poor low skill uneducated immigrants pouring in their countries and being a strain on their public services and public schools.
Borders fall under federal jurisdiction per the U.S. Constitution. Does it matter to you which federal employee does it?
We send troops all over the world to defend and die protecting embassies, bases, and other countries borders but you take offense of using our professionals in our military to assist Border Patrol in our country on a temporary basis? lol

Immigration enforcement........not quite there. Not even close.
Well, tens of millions of our taxpayer funds to mobilize troops on the border is much cheaper than a 20 BILLION dollar wall. This is much better than the alternative.
This is a win win for everyone. Trump feels good about it, like he's done something. And the American taxpayers don't have to worry about twenty billion of their money building a dumb wall. Everyone is happy. I'm fine with this.

An interesting side note: During the attack on Pearl Harbor, some brave pilots climbed in their aircraft and took off to attack the Japanese invaders. One pilot even shot down a few Zeros and recieived a Distinguished Flying Cross for doing so. Unfortunately, appeals to Congress for a Congressional Medal of Honor were rejected on account of the Congress not having declared war yet.
So you see, even back then Congress was full of idiots.
