I doubt it was Assad. He knows the whole world is watching Syria, nor is there a reason for using such horrible arms. The Syrian government will soon take back that part of Syria, anyway, with conventional arms.
I think it is more likely the deed of the rebels or Muslim radicals who will do anything to win, including framing Damascus in order to lure the West further into that conflict.

BTW, there was an excellent one hour show on TV tonight about Mueller. WOW !! I knew I liked the guy but I never knew how tough , fair, and determined he is to always seek the truth and do the right thing.
