The general consensus was that Hillary and Company were using a private server in her home to enter and store highly confidential information. This information required an extremely high security clearance to access. Something along the lines of " Q" level security clearance. Very few people would have this clearance status, but both the Clintons would.
By leaving a unsecured private server, full of valuable top secret information and Intel wide open to hackers, political operatives from other nations were able to have their IT security agencies access this information.
Political bribes, and financial contributions to The Clinton Foundation supposedly allowed "quiet access" to this information. This was considered to be pay for play and we have all heard that term.
