This is testing the water for Trump to pardon people in his circle for even worse crimes since Mueller has set of factors he will cite as obstruction of justice actions
One being the letter Trump helped to craft on AirForce One to obscure the purpose of the Trump Tower meeting...
Plus there is no one more representative of conventional RNC values than Dick Cheney and Scooter Libby
Pardoning Libby will help Trump to gain support within certain segment of GOP that don't like him because he is outside and who resisted his nomination
They thought Bush should have pardoned Libby long ago so Trump doing it now for HIS reasons still salves some of their resentment...
And some of those guys are sitting in Congress...

Exactly what I'm thinking. It won't matter what they've done, Republicans will grant blanket pardons to all of them. A whole new definition of patriotism.

Lol...I saw this one from a mile away. When Arpaio got his pardon, I remember telling my wife that Libby and Cheney have their guy in the White House. You just KNEW this was coming. It totally follows Trump’s pattern of sucking up really hard to the extreme wingnuts in his party. And with Bolton in Trump’s inner circle, a Libby pardon was sure to follow.
Thing is, Libby so blatantly obstructed justice that even Dubya couldn’t bring himself to pardon him...and Libby did it to protect Bush in the first place. Bush should’ve been the one to pardon Libby, but Dubya is a Bush, and they have a congenital condition that lends itself to total and utter disloyalty. Cheney and Bush don’t speak to each other til this day over the Libby affair.
Trump buys some right wing points with this one, but it does NOTHING for him politically. It’s nothing more than anti-Bush spite.
It's ironic that Trump is squealing about Comey as a leaker while pardoning Scooter Libby for leaking.
