Back in the 70s and 80s, it was the CIA running the drug trade, Im sure they are still involved to some degree.
Ultimately US Law enforcement needs a steady flow of illegal drugs coming into the country, in order to continuously justify the war on drugs, it sounds crazy, but what would happen if the source dried up and the dealers had no drugs to sell the addicts?
Cannot make arrests if they are not buying/ selling drugs, of course that means, less prison cells being occupied.
