You do not have a right to have someone provide it to you for free.

After Hurricane Charlie I was without electric for 12 days and as I was on a well no water either. It wasn't fun.

Agreed, I would say it is a necessity. I mean come on, you can't even get water out of the ground anymore unless you have electricity to power the pump. Unless, of course, you have installed a hand pump or taken other measures to maintain a clean water source for yourself and your family. Anyway, I'm off track. It's not a luxury because it has gone past the point of being a novelty and become more of a necessity in order to survive in the world today, unless you are going to live off in the woods on your own somewhere. However, it is not a right that is covered by our constitution, it is essentially a product that we purchase on a monthly basis, thus we are not guaranteed access to the product if we do not supply payment.
