Bullying is whatever someone said it is.
"He gritted on me" (for those non-conversant that means "looked at")
"He licked his lips"
"He told me to stop talking"
"She wouldn't give me a pencil/pen/piece of paper"
A short list of "bullying" instances I had to deal with my last year teaching
high school.
Real bullying? "We just playin'".
