It's just plain idiotic that anyone wouldn't carry their ID on them while in public. What if you're in an accident or have a heart attack, etc. How are you to be identified. It always makes sense to carry your ID with you.

People walking or jogging in their neighborhoods never have anything on them other than a key to get back into their home.

People walking to visit neighbors or walking to the store don't have id's on them either.

If you're driving, that's one thing, but not everyone feels the need to carry a wallet around all the time.
