I wouldn't say Hillary was the worst ever, but she had her problems. Libya was supposed to have been the crown jewel of her 'smart power' policies. She was closely involved in the planning. Libya wound up as an ISIS stronghold after she was done with it.

Rice was horrible, she was nothing but kiss Bush's butt. As far as Hillary goes, even though I did not like her, she did a commendable job despite Republicans thinking otherwise.
