Bureaucrats don't get elected, and they stay in power as long as they want, which is often 30-40 years.

There is a deep state. It used to be called the administrative state and has existed since Wilson established the myriad agencies of the government.

Liberal nutcases like Lois Lerner and various actors in FBI and so forth view themselves as permanent and view the president and the legislature as temporary. They are unelected, cannot be terminated for the most part, and are there to look out for their own interests. Conservatives, with their talk of downsizing and cost controlling, are seen as the enemy.

No one except Trump has said there is a criminal deep state. And if the spy allegations are proven, he will be proven correct.
There IS a deep state. We don't know that crimes have been committed.
