400? Holy crap I blew more than that on my wife's birthday party weekend. Saw Billy Idol, stayed at a fancy hotel, ate dinner with reservations three nights in a row and rounds at the concert were 25 bucks! The hotel was almost 500 a night!

People need to set priorities and practice self control over their spending. Do you really need the latest iPhone? The latest luxury car to impress strangers?
Because people would rather spend money on smartphones, tattoos, piercings, drugs, alcohol, marijuana, etc... instead of saving and investing.
This may be true of some, but I'm willing to bet that the majority of those that live paycheck to paycheck, do so because they don't earn a living wage.

Federal minimum wage is only $7.25, although obviously some areas are higher. Even with two jobs at the federal minimum, it is hardly enough to support a family in many areas.
But the main problem with your argument is:
a) They likely can't get a better job without additional education or training
b) If they're working a second full time job, they won't have enough time to go back to school for that extra education they need to better themselves.
Is it any wonder why? Rent takes up at least 75% of most people's monthly income. Thank the landlords who rake their tenants over the coals every month with extremely high rental rates.
