It will never ever ever ever happen. And this is coming from someone who would love it to happen.
There really isn't such a thing as a Red State or a Blue State. And without sounding too racist, a state like Mississippi(mentioned in the article) is largely in the position it is in now because it has the largest black population of any state in the country. If you were to separate the "blue" out of Mississippi, you would be more-or-less separating the whites from the blacks. And under your proposal, the blacks would all move to New York? And likewise, the majority of the "red" from New York are whites, who would then move to Mississippi to replace the blacks?
And you think that would make New York better off and Mississippi worse off?
