Or in 2017 when he was questioned during the Congressional Investigation. They specifically asked him about his contact with Russians. He pretented like the meeting didn't exist. He didn't "forget" about a meeting with a Russian which promised "dirt" on Hillary in exchange for $2 million.
He likely negotiated something else as payment to Russia rather than the $2 million and he lied about the meeting and the agreement because he knows it's illegal.
Not reporting the attempt was illegal in and of itself. It will appear in one of the indictments, guaranteed.

First he said the guy wasn't an informant because informants don't broadcast around that they are informants. Then he tried to walk that back.
Then he said that he didn't want Mueller's investigation investigated, but rather what led to Mueller's investigation. Followed by his announcing that the Mueller investigation should be investigation.
Giuliani was all over the place. It was as if he was channelling Sekulow.
