As per the US Constitution, the United States of America could suppress an insurrection.
There was no clear Constitutional position that secession was illegal until Texas v. White in 1869. In fact, it appears as de facto legal as West Virginia was admitted as a northern state upon its secession from Virginia.
It's a moot point now as the Civil War and Texas v. White have settled the issue, but I don find it an interesting question.

(stating the obvious) it's disingenuous for you to claim you don't know what a neo-Confederate is.
Another way to phrase is Confederate-American i.e. a person who labels him or herself by hyphenation, with the Country of origin first then - American. Neo-Confederates are those who are still resisting assimilation into their new Country, the United States of America.

I don’t understand why anyone would support naming anything after confederate generals in this day in age.
because even though you dont agree with the way of life at that time, neither do i, they was still american, and even thought you think, the war was about one think, that doesnt mean he thought the same ideas.
