I don't think there is anything new in this. Politicians are routinely asked or questioned by their constituents in public. The difference here is that Trumpers believe that they are above the peasant voters.
I think it goes to the heart of Trumpian philosophy: The Art of the Whine. Whereas, most politicians live with the occasional irate constituent, the Trumpist politician like his mentor, will whine and cry about the unfairness of it all if confronted.

I’m worried that this group will start making the jump from amusing clowns to something worse when they really start to realize how profoundly impactful Trumps Presidency is. Like him or not he is probably choosing a total of 4 SCOTUS judges and an unbelievable number of lower federal judges. Selling out to Hillary may be the biggest mistake in Democrat history outside of siding against Abe Lincoln when he wanted to abolish slavery.
Stating your concerns in a civilized manor is not harassing.
These are public officials. Do they think the public doesn't have a right to speak to them? No one was harassing Pruitt. The woman was simply trying to express her frustrations. She was respectful the entire time.

I don't get some of you people.
Why should a public official not be allowed to enjoy being in public just because some kooks think harassing them is their right.
I see no problem with people expressing their view at public gatherings, but to essentially stalk people just because they work for the government is ridicules.
I suspect much of this is ideological driven, as the left has always been more inclined to engage in protests, harassment, rioting, etc.
Therefore many on the left who approve of this new phenomenon, are doing so because it is against their ideological foe.
If it were being done to people in the Obama administration, then would be having a different gut reaction to it.

In public places, the public has a right to confront them in a non-physical, non-threatening manner.
Have it happen to you and let's see how much of a "right" it is. And the answer to be expected from you. Use of "confront" is illuminating as to what's in your head.
I've had a couple restauranteurs here ask me why we (Mrs. NBP and I) rarely go out to eat.
One answer is that with 4 kids we rarely went out to anything but McDonald's for years and haven't changed our not going out habits now that they're grown.
The more nuanced answer is that, as a local elected official, I got tired of having to interrupt our rare meal out answering the questions of constituents who had "heard" something about one thing or another, mostly being incorrect in what the real information was.
It never rose to the level of harassment you're seeing now but it was tiresome to end up eating cold steak/crab cakes/rock fish/Alfredo/etc. every time we tried to have a decent meal somewhere.
