You were right in your initial assessment. Only a few fringe people truly want 100% open borders, the vast majority of people do not. Thus, it is a strawman position used as propaganda to rile up people.
You know, the US has had “open borders” for most of its history. We did not require a passport for visitors crossing the Canadian or Mexican borders until 2009.
We have only had social programs ripe for the picking since the 80s.

Just more right wing hyperbole, no one wants open borders and our border interdictions have become more agressive over the years. If you are against building a wall around the entire southern border you are now evidently considered an open border proponent.
It's a dog whistle term for a state of being that almost no one wants. One which the right wing uses in order to portray the vast majority of the left, who don't want this any more than they do, as being the same as the small, small minority of far left wingnuts that actually do want open borders. We have crazies too, but at least we acknowledge they're crazy.
If you want every caravan to enter, if you don't want to enforce the laws on the books, if you want sanctuary cities, if you want legal status for all illegal immigrants, if you say everyone has a right to become an American, etc. How is that not open borders?

Okay, then what would you like to see done about the migrant caravan? You think that these people should be stopped at the border and turned away, right? And you think that anyone caught living here illegally should be deported, don't you? If not, how are you not for open borders?
"Open border" is generally a dog-whistle blown by right-wingers whenever somebody calls them out on their MAWA and anti-immigrant policies. We all know the story: right-wingers get angry that people of a different skin color or religion are inconveniencing them by existing in public. Then, a progressive calls them out on their bigotry. Finally, the rightie replies with some nonsense about "liberals wanting open borders," because that clearly justifies the right-wing hatred.
Obviously, the nation needs to keep track of its borders and not just let random people in. Equally obviously, there needs to be a path to citizenship. Finally, I'm very tired of the hatred towards immigrants and anyone who's different being hidden by the far-right behind a false concern for "the security of our borders." Rest assured, if the people fleeing over the border into America were all white, angry, "Christians" like them, the far-right would suddenly love "open borders."
So, there's a vast difference between the small percentage of goofballs who actually want true "open borders" and what most people mean when they talk about it.
Okay, explain it to me: what should our immigration policy consist of? Which restrictions on immigration would not amount only to bigotry and hatred of immigrants in your eyes? If you're against us enforcing our immigration laws then how are you not for open borders?
