I have no idea what this debate is all about.
Both Bush and Reagan lived in PRE-CHINA times, and they were defending the big business interests, which required big pools of cheap labor at any given time.
So there was nothing wrong with Mexicans crossing the border and back, working in fields/meat plants and on productions lines.
But that's when America actually HAD jobs.
When those jobs were shipped to China, yet the Mexicans still kept on coming - yes, that's where the root of the problem was.
And the champion of those jobs outsourced to China was indeed the Wal-Mart, that reshaped the economy of the whole American society.
The very Wal-Mart, where Hillary Clinton was sitting at the board of directors.
"Of course, then, as now, Walmart’s biggest cost was labor. And to keep labor costs in check, Wal-Mart took pains to make sure its workers didn't unionize. During Clinton’s tenure, the company’s strategy for dealing with organized labor was directed by fellow board member, John Tate. Mr. Tate famously summed up his philosophy at a 2004 managers meeting: "Labor unions are nothing but blood-sucking parasites living off the productive labor of people who work for a living.”
According to former board members, Clinton did not denounce the ‘anti-union’ efforts Tate spearheaded, nor rail for increased employee wages. Donald G. Soderquist, the board’s then vice chairman, has said that not only was Clinton “not a dissenter,” but that “she was a part of those decisions.” Wal-Mart’s stock rose by more than 500% during her tenure and Clinton’s shares were worth nearly $100,000 by 1992."
And there you have it.
And that's why Trump's agenda is so different from Bush's or Reagan's.
Because times/circumstances were very different.

You can tell yourself any kind of history you want..
A President Hillary Clinton would be appointing judges with a much favorable view of labor.
Different story for Trump's appointees. Not to mention appointees to the NLRB, etc. A dagger in the heart of labor.
