Trump was totally unaware of Manfort's work for Victor Yanukovych, never heard about hi apartment in Ukraine. If true that isn't a ringing endorsement for Trump's judgement when it comes to selecting executives, out of all the possible candidates Manfort was the best he could come up with?

It won't do Manafort much good to be pardoned on this tax charge because he will still be exposed violation of State law. While NY has a statute that they cannot sue a person who has been pardoned at the Fed level for the same crime I am confident that they can work around that. Likely he owes other states taxes as well.
A pardon also destroys any right not to testify against himself so that may expose others in the Trump circle to liability. Manafort is rolling the dice on conviction or not, he would rather be found not guilty than pardoned.
I agree with others that he will not turn state's evidence as he is safer in prison than on the street and exposed to retaliation.
