No, not really. I've been around people with guns and I've been around people who embody ghetto culture. The two are not the same. My father has alot of guns. I've shot a gun (my friend took me to the gun range and we had a blast, no pun intended). I've never gone out and killed people. My father hardly shoots any of this guns. If guns are a problem, explain the stabbings and people fighting in the streets.
They haven't just grown up with guns, they have grown up thinking it is ok to kill people to get what you want.
Most of the shooting is spontaneous and unpredictable, often prompted by posts on social media. A gang member disrespects a rival gang member on social media. The online dispute escalates. The elapsed time between the online dispute and shots being fired is very short.
They shoot people for wearing the wrong color clothes and walking down the wrong street. Even for just looking at someone "wrong".
Chicago is a major hub for distribution throughout the Midwest. Black gangs own the distribution end of the operation. The distributors are not necessarily the consumers.

Absolutely! <bold> It will also require the residents to get angry enough to stand up WITH LEO's to say "ENOUGH IS ENOUGH". This has happened in other places, places like East Oakland CA, East Palo Alto CA etc. When that happened things changed and gangs left.
