Your link seems to suggest the opposite of “ pretty strict”.

It does not seem there were more votes than registered voters. It seems that the district or county or whoever is really bad at accounting for numbers.

You beat me to it. I only read the first few paragraphs, but it appears as there was a ton of confusion on the district when it came to tallying votes.

What an incredibly misleading thread created by the OP.

"An Atlanta Democrat’s voting machine provided him a ballot including the 5th Congressional District, for which longtime Rep. John Lewis ran unopposed, instead of his 6th Congressional District ballot, which featured a competitive Democratic race."

Democrat’s voting machine .

No surprise!.

When Clark arrived at about 7:50 that morning, elections officials told her she’d gone to the wrong polling place, even though she hadn’t changed her registration information since 2016.
Inexplicably, she was told 25 minutes later that her name had appeared on the electronic poll book for that voting location, and she was able to cast her ballot.
“Unlike other people I met that day who were turned away, I had the flexibility to stay to fight for my right to vote in the right precinct on the correct ballot,” she said in her statement.

The lawsuit is against the state of Georgia. Basically this wonderful red state being run by the can't-do-any-wrong Republicans somehow couldn't even get something as simple as getting the correct list to the correct polling place.

When people move out of a district they are not automatically deleted fro the voter rolls. How could they be? Duh.

OR...

Republicans who have a history of projecting their own dubious behavior on others, were playing games, and trying to suppress Democratic votes to sway the election, and then capped it off for the double-whammy, by saying "see, look, voter fraud".

If it was innocent at all, I would say that it looks like they election board did not have their voting rosters updated until the last minute, hence the changing numbers. More likely that the R's needed some desperate measures, now that their gerrymandering efforts are being detected and corrected.
