This is nothing but a nice declaration of intent.

Vagueness does not eliminate loopholes, it creates them. We had to create what amounts to an entirely new language to spell out specifics in binding agreements.
Yes just a few things not spelled out in the agreement, that is why the deal with Iran took years to develop with Nuclear Physicists and experts to come up with the ground rules. Maybe Rick Perry will nail down the loose ends that will lead to denuclearization.
