Considering that the US has a major military base in Saudi Arabia, I'm pretty sure every president for the past several decades has given money to SA in one form or another. And Trump is going to be no different.

Israel gets away with quite a lot, including developing and possessing nuclear weapons in clear violation of treaties and so forth. But of course the USA has their back and far as our government is concerned Israel doesn't have such things. *Wink, wink*
