Jail time more often for those who do so might at least help. I was surprised we held Don Blankenship personally responsible for the explosion in one of his mines. That rarely happens but It was his decisions that directly lead to the death of 29 miners. He got one year. It should have been at least 20.
Say what you want, I know someone who lives in Appalachia whose water flowed from the top of the mountain behind their house. They had their water tested and were told it is some of the cleanest water that they had ever tested.

From the 70's and 80's.
I live in an area where coal mining was once the #1 product and main source of employment. Those mines shut down years ago, before my time. Several local swimming holes are in the river that runs through "coal county". There are still hints of orange and yellow on the rocks.
Those creeks are not the drinking water source and even within the same area there are tons of crystal clear creeks.

Yes, these DEAD but STERILE creeks are common in Coal regions of Appalachia even in PA. I'm by the Anthracite (hard shiny coal) region of eastern PA (but more like formally coal mining). As I said in a earlier post .... my hometown is in it and I grew up near the creek thru the city running rust-color and still today and generations to come. Acid water pours out of long abandoned mines .... destroying the creeks.
But the region has GREAT drinking water as valleys with reservoirs .... were set aside for drinking water and remain unspoiled. One just over the mountain overlooking my hometown has one. That valley remained virtually untouched by man.
But the rest where mining went unregulated and Big coal companies own ALL mineral rights to even the cities..... The ecological damage is prevalent. Once deep mining became much less. Strip mining the mountains became common. With NO requirement for the Coal companies to cover back over its huge pits left..... the scars were left there too.
The State and Federal grants (YOUR TAX $'s) then paid for some land near cities and highways to have huge unsafe pits filled in. Big Coal companies also got CORPORATE WELFARE to remove the old coal breakers that laid deteriorating for decades. They made millions ..... yet could not remove these relics they just left to rot. One scared the entrance to my hometown for decades. The owner a multi-millionaire and State Senator .... had our tax dollars finally remove it.
These former mining cities ..... filled with wood-framed row-homes are basically condos (not shanty homes to be clear)...... because you do not own the land under it. If the homes were removed .... it reverts to the Coal companies. Basically it was to retain mining rights to any coal. Most are undermined too.
Big Coal and its owners ..... gave little back to the communities. But at least they respected valleys for reservoirs of fresh water.... in my part of the PA hard Anthracite Coal region.
