How does Singapore retain such strong government control and low corruption?

I think as Singapore is the small country with little population, laws can be effectively implemented. The fear of blunt and stringent law strategy followed by the Singapore government make it corruption free.

I doubt many Americans on any political spectrum could handle these draconian measures against minor infractions in the law.
