Like typical NY Times reporting, they use the headlines and opening lines to make you think Trump or his appointee, is responsible.

Their only goal is to support their Trump hate.

The story was presented as an issue with Trump appointee Haley. If you didn't read the entire story you would never know that Trump and Haley had nothing to do with it.

NYTimes does that all the time. They bury the "non Trump Hate" facts so most people get only the "Trump Hate" headlines.

They are quite clever. Fake and misleading news. Again.
