No one that I recall on 9/11 (some one correct me if I'm wrong) when Bush said, we're going after terrorist, a call out to our allies, you could hear a pin drop, as the silence was deafening.
You're not just wrong, you're quite remarkably wrong.
NATO did in fact offer to invoke Article 5 - that's one of them fact thingies, won't change no matter how much you remember otherwise.
The list of nations that helped the Afghanistan effort in one way or other includes about 50 countries. I'd offer some visual aids here, but the mods don't like flag-covered coffins - just let me point out that a lot of those weren't covered in US flags. You're welcome, I guess.

Actually, as soon as Article 5 was invoked, the response was immediate. In fact, which country did the US turn to so the US air space could be cleared? Which country allowed armed and live missle bearing USAF jets in to escort planes? Which country opened up it's assistance immediately? Which country sent it's special forces, ones that the US commander on the ground in Afghanistan said was his first choice for a mission, over Seals, Green Berets, or other US units?
It depends..are you stating that the leaders of ALL 193 countries "laughed" at Trump supposedly?
I know the faithful will not have their minds changed, but overseas media aren't describing the events as anything but the elected leaders laughing somewhat uncomfortably at the bizarre claims. To say nothing of the absurdity of using an address to the UN as a platform for grandstanding, it's not how things are done.
You may return to the echo chamber and stay convinced it didn't happen.

Any idea?
What I remember of it, without doing any research was Germany and France saying, no. I don't recall any country having had a positive response to his call out.

You don't remember Bush's "Coalition of the Willing'? Kind of corny, but it stuck.
You don't remember Spain was subjected to a large terrorist attack on one of their trains because they did assist in the war?

You may want to read up, because what you remember really doesn't match what happened.
The internet is volatile. (sept, oct, nov, dec, 2001?) A german friend a few years (during Obama) ago sent me a link to a german news article that said, they should start combating terrorism and how most or their armory is rust buckets.

I remember the televised news on my telly, in the evening after work. "Coalition of the Willing", yep and the pen drop. And I am going to go one farther, but before you start, yes I have looked and yes, the news has back tracked it. Bush put the troops in action without congressional approval. He was not the first president to have done that, but as it is as of about 10 years ago, I could not find a related article to substantiate it. But that does not surprise me in the least.
Back then I was in email debate with a couple who are friends of mine and we talked about his going to war without congressional approval and they were quick to point out to me, that he wasn't the first.
This is how I remember things, as they happen, as it relates to the goings on in my life.
When I got home from work; while cooking dinner and the kids doing their homework, news was on and I listened to what I could.
