Throw the book at them. False accusations ruin an innocent person's life and damages the reputation of actual victims which only makes it harder for them to get justice.

Another reform that would help is anonymity for people accused of rape or sexual assault. Very few people are asking for this reform though. Not PC I guess.

What if a case of rape really happened but there's no definitive evidence.

Is that now an unsolved rape case? Or a false accusation? The accuser should be thrown in jail in your opinion?

Wow.
If a police investigation and medical records find not a shred of evidence, it is a false accusation, and should be handled as such. Any doctor can find true evidence (even tiny trace stuff), even if the assailant is not known. It is 2018.

Such accusers should be caged for decades.

They make true cases of rape appear less credible.

Evidence of rape is not permanent (even in 2018). And rape victims for many reasons don't report right away.

No, I want justice for all.

There should be a reporting time limit which would guarantee a medical exam can gather evidence. After such evidence is gone, all accusations are hearsay. Screaming "me, too" does not meet a threshold of "innocent until proven guilty" for the accused rapist.
