I've tried to explain to people that the word RAPE has more meanings that just a sexual assault. It has fallen on deaf ears. I hate the bastardization of the english language.
I didnt know about #3, so it would be correct to say in a situation where police dragged someone out of a building to arrest them, by saying police 'raped' a man before arresting him (that doesnt sound right!)

That and a different standard based on one's sex or race identity. PC itself is actually sexist and racist.

Seemed to be in the context of someone who apologizes knowingly or unknowingly for participating in rape and tries to explain it or excuse it. Derogatory ? Maybe....?
It also could have been used in the context of any man that tries to defend himself or another against the accusation of rape.
Its likely to be use more and the meaning may become more clear or it could just muddy up things like new words sometimes do.
