Of course it is a figure of speech. Trump has a hate on for China right now -- of course he doesn't really -- but he does have harsh words and lots of hot air statements about fighting China.....lol.

Why not the same enthusiasm for Japan?

Well there is your answer.

You believe that Trump has prioritized the trade agreements and Japan is not as important.

That's a legitimate point.

Japan has other trade options encompassing billions of potential foreign customers in the long term:

Regional Comprehensive Economic Partnership (includes China, India, South Korea, etc.):

It also has just concluded a free trade agreement with the EU (population larger than U.S.) and is part of the new CP-TPP.

For many decades, the trade deficit with Japan has been in the 10's of billions per year. Taken against inflations...and compounded to the present day, this has got to be in the TRILLIONS. Sure, it goes up then goes down then goes up.

Japan has gotten smart and now has a lot of their stuff made a labeled in S. Korea (another country we have a large deficit with) as well as MANY other Asian countries....

It makes sense to go after ALL the big ones, right? Japan is #4.....
Trump likes japan because Abe is a pliant little biarch for trump.
