I seriously doubt anybody thinks most rape reports are false.
But there are enough false reports to consider false rape claims to be epidemic. False rape claims ruin innocent people's lives. None should be tolerated.

Stage 1: Shock and Disbelief. Who can forget the images of Hillary supporters crying, wailing, and curled up in the fetal position?
Stage 2: Denial. Following the election, demands for abandoning the Electoral College, claims of ballot-tampering, and nefarious Russian brainwashing.
Stage 3: TDS-sufferers succumbed to anger, hate, and rage. The negative media nattering, calls for harassment of WH officials and R politicians. One R shot, the left's seething rage won't end well.
Stage 4: For liberals committed to a vicious leftist ideology, there is no negotiating. It's a "burn it all to the ground" mentality.
Stage 5: There is no guilt over their being rude, crude, obnoxious, mendacious, hateful, intolerable, abhorrent, despicable, offensive, or repugnant.
Stage 6: Depression. Unfortunately, there is no magic pill that permanently cures TDS and the accompanying depression.
It absolutely IS an epidemic. And worse than that because the definition if sexual assault has been progressively expanding to the point of ridiculousness.

That ‘Only 2 to 8 Percent of Rape Accusations Are False’ Stat Is Extremely Misleading
A “false” rape allegation is provably false – meaning, for example, that the accused has a bulletproof alibi or the accuser eventually recants. In many of the cases examined by the authors of the study, there was simply not enough evidence to bring charges. A rape might have occurred, but it might not have. Such cases are not classified as false.
Specifically, in their analysis of sexual-assault cases at a large university, the authors found that 5.9 percent of cases were provably false. However, 44.9 percent cases “did not proceed” – meaning there was insufficient evidence, the accuser was uncooperative, or the incident did not meet the legal standard of assault. An additional 13.9 percent of cases could not be categorized due to lack of information. That leaves 35.3 percent of cases that led to formal charges or discipline against the accused. So there is obviously a lot of uncertainty here, a lot of he-said/she-said when allegations are filed. It would be a mistake to conclude, on the basis of the existing evidence, that nine out of ten assault claims are genuine.
There is no concrete evidence of how many claims are false. I do not go so far as to say that most of them are false, never have, but to continue to state it's only 2% based on flimsy evidence is wrong. I once bought into that narrative, but the fact that so many of them don't have enough evidence are not counted leaves the door open for a much higher percent than 2%.
False accusations destroy lives. In this country, we are innocent until proven guilty beyond a reasonable doubt. The metoo movement and hardcore "believe all women" fools don't appear to believe in the American justice system.
The fact that such a high percent of allegations resulted in: Not enough evidence is the main reason that people must stop making excuses and push for people to come forward early on. It does no one any good to wait and wait and wait to come out. It does not do the accuser any good not to have enough evidence if the attack did happen, and it does not do the accused any good if there's not enough evidence because their life and reputation are already ruined on an allegation that may not even be true - but it's not counted in the statistic of 2%.
Those who false accuse need to be imprisoned and pay the person they accused. The problem is that right now, so many of them never face much more than a slap on the wrist or stern lectures. This must change. They must be severely punished to send the message: Falsely accuse, and you will pay, dearly.
To claim that as an excuse as to "why victims don't come forward" is BS. If someone assaulted you, get your ass to the police station and get that pos convicted.
If someone didn't assault you, but you didn't want to lose your relationship, or didn't want your parents getting upset that you were out late, or you just had an axe to grind, or some political agenda, and you make a false claim, you need to spend a very long time in prison and your life and reputation should be destroyed.
The fact is: Attacks do happen.
The fact is: False accusations do happen.
To try to minimilize false accusations by stating, "it's only 2%" is to spit on every single person who has ever been falsely accused and to excuse those who make the false allegations.
It's not an "either/or" here, both things happen. Neither is an excuse to believe automatically, or disbelieve automatically. Again, "innocent until proven guilty beyond all reasonable doubt" is what should be automatic.
Once again, the MSM leads far too many people around like cattle with nose rings, to get them to click on their sites or watch their stations. The MSM doesn't care one way or the other if someone is guilty or not, they want your clicks and your views because it makes them money.
We haven't progressed from the 1600s - apparently our society is just as stupid about accusations now as it was back then.
Being anti rape is not a liberal value. Supporting false rape claims IS a liberal value unless the target is a Democrat.
