If you were running for political office and senior FBI officials brought you to a high-level counterintelligence briefing, there FBI officials told you Russians would probably try to spy on and infiltrate your campaign, would you assume the FBI would have surveillance or spies in your campaign?
Do you believe the FBI would allow Russia to infiltrate a presidential campaign without any surveillance or investigation?
Any rational person would assume a almost certain probability that the FBI would have surveillance and/or spies around them in that situation (unless you believe the FBI would allow Russians to infiltrate US presidential elections without any form of surveillance or investigation.)
No, no I would never expect that an administration would send spies into the opposing party's presidential campaign.

It's not a stretch at all, that is exactly what a title-1 warrant allows. A title-1 warrant is only authorized against foreign agents actively engaged in illegal activity, which is why they had to use the dossier claims to tell the court that Carter Page was a foreign agent.

Yep you're right about people needing to go to jail for a long time. Anyone who illegally colluded with a foreign government to win an election or committed campaign finance fraud needs to go to jail. Lock them all up.

Carter Page is not, and never was a Russian spy.
They never charged Page several years ago either, the warrants are for mostly gathering information and doesn’t mean they are guilty.
