No such thing as social-cohesion in a very large country such as the USA.
Things in America could still get much worse in terms of social cohesion. There is still a fair amount of it now. If it all does go away you'll notice the difference, and you won't like it.
Freedom of speech is important but when people use what they think is their "right of freedom of speech" as their excuse for being abusive, condemning and divisive that is wrong mindedness since it's also an abuse of their right of freedom of speech. And it's an ignorant excuse. Unfortunately there are still far too many ignorant people in society who abuse freedom of speech.
If there is true social cohesion in a society then there is also true freedom of speech without abusiveness towards other members of society. So I'd say that social cohesion is most important because it offers and affords freedom of speech, but freedom of speech on its own does not offer or afford social cohesiveness.

I agree with the bold. But your list is all verbs while social cohesion is a noun. I think it's more something societies have or don't have, organically, than something they work toward. California, for example, could put any number of policies in place to promote social cohesion but still never have communities full of people who trust each other and want to work together for the common good. Instead, they'll have diversity.
China is the other side of this. Social cohesion is what its all about. America is about freedom of speech. If you believe social cohesion is more important, then China is really more your sort of country. And I don't mean that in a mean way, I mean that literally. China is what you get when you choose social cohesion.
It seems to me social cohesion is more important. My mother always said that if someone has nothing nice to say they should keep their mouth shut. Harsh words can lead to harsher acts which can bring about mutual conflict.
