No, Trump himself IS confused and frustrated. If you think this is somehow a strategy to accomplish some goal, you haven't been paying attention for the past 2 years. Everything this inept clown has attempted to get done has failed, from his "big beautiful healthcare plan" to the wall and his disastrous tariff attempts.
This is no great, well thought out program by Trump, simply more of his bumbling along, impulsively doing what his 4 year old mind tells him to do. The fact that you somehow think this is one more of his brilliant strategies, really makes me wonder.
