If you're just looking to compare Obama vs Trump's responses to Russia's hacking, why are you using an 8-year time frame for Obama ("Trump did more in 18 months than Obama did in 8 years")? You should be comparing at the 1-2 years when the interference actually happened. You're just repeating talking points w/o doing any critical thinking.
So what that has to do w/ the 2016 elections is that Obama has been far more punitive to Russia than Trump has ever even thought about. Trump has spent more energy trying to lift, delay, or minimize sanctions than he has trying to match Obama's punishments.
O.K., how is obama telling his IT staff to stand down? Is that better?

Not only has it been debunked, it was debunked by Conservative media. And they did it exactly like you laid out.

No, obama wanted to go public with it...he still did not have to tell his staff to stand down, they could have continued in the background.
He chose not to escalate into covert cyberwarfare (the same decision Trump made up to this very day) and opted for a diplomatic & public approach (again...the same decision Trump made up to this very day).
Everything that you're trying to condemn Obama for, Trump is also doing today.

The problem with your argument is 2 fold.
1. Obama wasnt the one who promised them a phone, again President Bush and his administration advertised the phone services the same way the HHS advertises Obamacare.
