- Little to no support from Congressional Republicans.
- No support from Congressional Democrats.
- Polling shows most Americans are against a wall.
- Mexico has said they will not pay for it.
- Trump's funding "plan" you linked has not been implemented, seems politically unfeasible, and in any event covers less than half the cost of the wall.
- Trump just backed down from his "line-in-the-sand" Government shutdown bluff
- Sarah Sanders has given only vagaries and allusions towards a solution that, at least as currently presented, is illegal and impossible anyway
- There are 2 days left before Democrats take the House

Exactly when you show many a number of terrorist attacks we’ve had from people sneaking across the border then we can talk about the wall. Last time I checked since 9/11 most of the terrorists attacks were us citizens whoncmae by legal immigration or were born here.
Might be money to get Mexico to NOT carry thru its recent comment I read from Mexico-- that the US should not be surprised to see a Chinese Naval ship in a Mexican port ..... as a response for Trump to ponder over. Notice he is saying nothing against this aid......
Either way .... I'd rather see aid monies in this hemisphere. A more successful Mexico, is better at stemming some desire to leave Mexico for the US.
There is nothing better to appreciate America than a little (or a lot) of Chinese investments. Countries all over Africa rue the day they got into bed with the Chinese.
They have asked government agencies to find 'extra funds' in their budges. They want to pool that money and use it for the wall.
But there seems to be some question as to whether or not Trump can re-direct funds for his little pet project.

Depends on the program involved. Mostly, he can't. In terms of the total federal budget, $5 billion is couch cushion change, he might be able to find it. But it's simply not true that he has carte blanche to move money around as he pleases.
